DC/OS Fixed and Improved Issues

• Fixed a critical error in Metronome where existing jobs appear to be lost after upgrade. (COPS-6092)
• Fixed an issue that caused a crashloop of dcos-net when reconciling L4LB. This issue was preventing users from successfully upgrading their DC/OS instance. (COPS-5602)
